Monitoring and evaluation of the previously conducted M&D trainings and Carry out capacity building needs assessment of key governmental stakeholders on M&D

The International Organization for Migration (hereinafter called IOM) intends to contract Service Providers Consulting Firms / Organizations and/or team of experts for the Global Joint Programme on Mainstreaming Migration into Development Strategies for which this Request for Proposals (RFP) is issued.

IOM now invites Service Providers/ Consulting Firms to provide Technical and Financial Proposal for the following Services:

  • LOT #1: Monitoring and evaluation of the previously conducted M&D trainings
  • LOT #2: Carry out capacity building needs assessment of key governmental stakeholders on M&D.

General Functions:

Under the overall and direct supervision of the IOM Chief of Mission in Kazakhstan/Sub Regional Coordinator for Central Asia, and in coordination with the IOM Head of IOM Almaty/Deputy Sub Regional Coordinator for Central Asia and the NOA-USAID DAR/Almaty the incumbent will be responsible to coordinate implementation of USAID DAR Kazakhstan program activities and assist on the USAID and BPRM regional components in Kazakhstan and Central Asia.

Responsibilities:

  1. Promoting and understanding of the programs, coordinate organization of seminars, conferences, and events related to BPRM and USAID DAR regional programs/components.
  2. Planning, scheduling and conduction of administrative and operational activities under the BPRM/USAID programs in Kazakhstan and in Central Asia.
  3. Identification and development of specific program components including selection, formulation of operational plans and approaches, identification of project partners, implementation, monitoring and evaluation.
  4. Cooperation and liaison with program partners and governmental agencies in KZ and IOM missions in CA.
  5. Represent IOM at donor briefings, visit project sites and media presentations related to projects objectives.
  6. Coordinate, coach and provide guidance to program assistants consultants/NGOs/experts recruited in support to IOM program implementation
  7. Evaluation of the activities, preparation of progress donor reports, including reports to donors on budgetary expenditure and results.
  8. Represent the IOM in donor briefings, visits to project sites and media presentations.
  9. Regularly report to COM and HoO and NOA on context trends, program activities, meetings and trips.
  10. Develop funding proposals for new and on-going projects.
  11. Ensure timely an quality delivery and proper documentation of the projects
  12. Work constructively in a team setting and fostering a professional environment in abidance with IOM rules and regulations;
  13. Other duties as may be assigned.

Technical Requirements:

  • Develops / follows internal control procedures to prevent fraud and mismanagement.
  • Effectively applies knowledge of national and international migration and counter-trafficking legislation and practices, and recognizes their application within existing IOM processes.
  • Delivers Project solutions customized to the needs of IOM.
  • Anticipates and understands internal and external issues and opportunities that may impact the IOM.
  • Adapts best Human Resources practices to the requirements of IOM to facilitate the achievement of strategic objectives.

Education and Experience:

  1. University degree preferably in Political or Social Sciences or International Relations, Management, or a combination of equivalent training and experience.
  2. Proven experience in team management.
  3. Good knowledge of financial and administrative management.
  4. High level of computer literacy is required; in particular, good knowledge of MS Office is an advantage.

Specific professional experience

  1. Familiarity with IOM/UN principles
  2. prior work with IOM in any of the IOM CA missions is an advantage
  3. 2-3 years’ experience in implementation of programs (preferably on migration).
  4. Experience in liaison with government and diplomatic authorities as well as with international organizations, donors.
  5. High level of computer literacy
